local police cant arrest someone for committing assalt on another person!!!!!!

Why  is the person who commited assalt on another person on May 8  2010 still running aeound loose? Police say they cant arrest some one that commites assalt on another person unless they see it happen. That is bull.  assalt was commited on my son in frount of my house ,the person that did it even gave police a report saying he did it. Still no arrest. Man is still running around loose ,nabors in the naborhood are afread to go out of there house, afread to park there cars in there driveways,afread the man will brakein to them again. An arest warent has been issued for this man nut he is still running around loose not showing up in court ao a theft charge dosent seem to matter eather. MUST BE NISE TO HAVE FRINDS  WHO LOOK CAN KEEP YOU LOOSE WILE YOU DO WHATEVER YOU WANT. 

OH My!     How in the world....did the prisons get so full ? " If "  the police have to "See"  (it)  "assault" happen before they can arrest someone?    Wow....  Eyes  Wide SHUT!!  sounds like a good one for Kten to investagate !

Assault : A violent physical or verbal attack. 

Assault:  An unlawful attempt or Threat to injure another physically. to jump on.

Assault and battery: An executed threat to use force upon another.
